Reform UK’s gains in the 2025 to 2026 local elections have translated into control of around ten English councils. According to Carbon Brief analysis, those authorities collectively sit over approximately 6GW of planned clean energy capacity, broken down into 5,076MW of battery storage, 786MW of solar and 56MW of onshore wind. While councils have limited powers to block NSIP scale projects outright, they can initiate judicial reviews, delay planning committees and impose procedural friction.
The most high profile example is the Springwell Solar Farm in Lincolnshire, an EDF led project covering around 1,280 hectares and expected to deliver between 600 and 800MW of solar capacity alongside battery storage. Approved by the Energy Secretary in April 2026, the project is now subject to a potential judicial review from Reform controlled Lincolnshire County Council, with concerns raised about cumulative land use and process flaws.
From an engineering employment perspective, projects of this scale typically support:
- Several hundred construction phase jobs across civil engineering, electrical installation, piling and grid connection works
- Long term operational roles in maintenance, monitoring and asset management
- Indirect employment across UK based component suppliers, design consultancies and environmental services
Delays of six to eighteen months, which planning lawyers describe as common even where challenges fail, can disrupt contractor pipelines, lead to redeployment of skilled workers and create gaps in regional employment continuity. Additionally, political resistance adds to investor uncertainty increasing the chance of the projects not progressing through final investment decisions
Beyond Lincolnshire, Reform figures in Norfolk and East Anglia have publicly signalled opposition to multiple large solar proposals such as High Grove Solar, Droves Solar, East Pye Solar and Tasway Solar, which together could amount to several gigawatts of capacity. While many of these schemes are still progressing through early stages, the threat of repeated legal challenges introduces uncertainty that can stall engineering design work and defer procurement decisions.
Battery storage is the largest category exposed. With over 5GW of BESS capacity located in Reform controlled areas, the sector faces slower local approvals even though councils have limited technical grounds to refuse such schemes. BESS projects are labour intensive during construction, requiring high voltage engineers, commissioning specialists and safety professionals. Slippage in delivery therefore has a disproportionate effect on specialist engineering contractors.
Onshore wind, by contrast, is relatively insulated. Only around 56MW of proposed onshore wind capacity sits within Reform run councils, with most growth occurring in Scotland or via repowering existing English sites now eligible for the NSIP regime. As a result, wind related engineering employment is less exposed to this specific political dynamic.
What this Means for Engineering Employment
For engineers, technicians and project managers, the key risk is not cancellation but timing. Clean energy build out underpins thousands of jobs across the UK, and fragmented delivery can create stop start employment patterns. Contractors may be forced to move staff between regions or sectors, increasing costs and reducing workforce stability.
For employers, particularly SMEs in civil and electrical engineering, prolonged uncertainty raises financing and retention challenges. Apprenticeship intakes and graduate recruitment are often aligned to project pipelines. When those pipelines slip, early career opportunities can be deferred or lost altogether.
At a macro level, analysts continue to describe Reform’s influence as a “nuisance with limited national effect”, but cumulative delays risk pushing large volumes of work into the late 2020s, creating skills bottlenecks rather than a smooth employment curve. Central government planning reforms and grid connection changes are explicitly designed to counter this risk, but local resistance remains a variable employers and job seekers must now factor in.
The interesting effect may more sit with the smaller projects that, broadly speaking, are unable to pursue development consent orders from national government and instead must seek local council approval.
